Alpha CM is proud to celebrate the Alameda County Water District’s (ACWD) Rubber Dam No. 1 / Drop Structure Fishway Project, a 2024 APWA Public Works Awards nominee in the Environment category ($25 M – $75 M). This milestone recognizes a decade-long effort to restore steelhead passage in Alameda Creek.
The Rubber Dam No. 1 / Drop Structure Fishway Project in Fremont, California, represents the culmination of years of collaboration among agencies, contractors, and environmental partners. The project restores fish passage for federally threatened steelhead trout while enhancing local groundwater recharge and community resilience.
Alpha CM served as construction manager, guiding coordination between ACWD, prime contractor Flatiron West Inc., design engineer GHD Inc., and environmental consultants Hanson Environmental and LSA Associates. By applying Caltrans construction management standards, leveraging the Procore documentation system, and maintaining proactive communication, Alpha CM helped the team deliver a technically complex project safely, efficiently, and on schedule.
“The project is the last and most complex effort to restore the historic steelhead fishery in Alameda Creek.” — Award Submission Narrative
Through careful planning and adaptive problem-solving, the team maintained a change-order rate of only six percent — half the industry norm for projects of this scale.
At Alpha CM, we take pride in helping public agencies deliver complex, sustainable infrastructure projects that honor both engineering excellence and environmental stewardship.
